Title: Assistant Director for Research and Outreach

JOB DESCRIPTION

The Assistant Director for Research and Outreach (ADRO) spends approximately 75% of her/his time administering UTRC’s research and technology transfer programs, including the following activities:

• Meet with professional staff at transportation agencies in the region to assist with the identification and definition of research needs;
• Plan research conferences and technology transfer seminars;
• Encourage the participation of new faculty members in the UTRC Consortium;
• Coordinate interdisciplinary multi-campus working groups of faculty involved in specific areas of research;
• Respond to technical assistance and administrative information requests as they arise;
• Work with research teams to ensure that final reports are edited and formatted to the highest professional standards;
• Serve as UTRC’s liaison or representative in key ongoing policy initiatives in the region;
• Work with UTRC faculty and staff to develop research proposals; and
• Supervise student interns in the development of web-based management tools and updates to the center’s website.

The ADRO will also spend approximately 25% of her/his time directly in UTRC research projects. While most of UTRC’s research is conducted outside its immediate office (there are 12 universities in its consortium), a significant amount of research is done in-house. This research tends to focus on transportation economics, management, and planning; transit operations and management; intelligent transportation systems; safety; and many other topics. Involvement in these projects would be tailored for the ADRO’s areas of interest and expertise.

QUALIFICATIONS

• A master’s degree in planning, engineering, management, public administration or a related field
• Five years of relevant professional experience
• Strong written and oral communication skills
• Strong project management experience and strong organizational skills
• Ability to approach challenges flexibly in a complex academic work environment

ABOUT UTRC

The Region 2 University Transportation Research Center (UTRC) is one of ten original University Transportation Centers established in 1987 by the U.S. Congress. These centers were established with the recognition that transportation plays a key role in the nation's economy and quality of life. University faculty members provide a critical link in conducting research on how to address national and regional transportation problems while training the professionals who plan and operate transportation systems and serve their customers on a daily basis. The UTRC was established in order to support transportation research, education and the transfer of technology in USDOT Region 2, which includes New York, New Jersey, Puerto Rico and the U.S. Virgin Islands. The theme of the Center is "Planning and Managing Regional Transportation Systems in a Changing World." Under the direction of Dr. Robert E. The Genesee Transportation Council (GTC) currently has an opening for a qualified professional with demonstrated experience in travel demand modeling, geographic information systems (GIS), and project management. Additional responsibilities may include computer network and website administration. Experience or familiarity with Metropolitan Planning Organization (MPO) processes and activities is highly desirable.

TRB Announces Graduate Research Award Program in Public-Sector Aviation Issues

The Airport Cooperative Research Program, under the auspices of the Transportation Research Board of the National Academies, is pleased to announce the Graduate Research Award Program in public-sector aviation issues.  Up to 10 awards of $10,000 each will be given for the successful completion of a research paper on public-sector airport-related aviation issues to students enrolled in a Graduate Degree Program at an accredited U.S. college or university during the 2008-09 academic year.

The purpose of this research award program is the following: to encourage applied research on airport and related aviation system issues and to foster the next generation of aviation community leaders.  The program is intended to stimulate thought, discussion, and research by those who may become the future airport managers, operators, designers, and policy makers in aviation.  The focus of this research program is on applied research to help the public sector continue to improve the quality, reliability, safety, and security of the U.S. civil aviation system well into the foreseeable future.

The website also provides a list of potential research problems and links to other sources for possible consideration.

Researchers will work with a faculty advisor at their university, with an expert panel appointed by the ACRP, and with mentors chosen to provide expertise in a student's particular research area.  In addition, the potential exists for papers to be presented at the Annual Meeting of the Transportation Research Board in January 2010, and for selected papers to be published in the Transportation Research Record, a peer-reviewed journal published by the TRB.

The North Central Texas Council of Governments (NCTCOG) is a voluntary association of cities, counties, school districts and special districts that was established in January 1966 to assist local governments in planning for common needs, cooperating for mutual benefit, and coordinating for sound regional development. Transportation Engineer/Travel Demand Modeler at Toledo Metropolitan Area Council of Governments (TMACOG)

Job Description:

The Toledo Metropolitan Area Council of Governments (TMACOG) is seeking a highly motivated individual to fill a position involving a substantial degree of responsibility, profes­sional judgment, and technical ability in its Transportation Department.  This is a supervisory position, requiring coordination of work with other staff and guidance to employees reporting to him/her.  The person will report directly to the Department supervisor. 

Specific duties and responsibilities include the development and execution of methodologies for data collection, refinement and analysis; assist in development of project proposals, work programs and budgets; participate in, and oversee public in­frastructure studies related to transportation planning to include highway capacity studies, traffic impact studies and similar traffic engineering activities; development and evaluation of highway/transit networks; maintain computer models, develop traffic projections, and regional or sub-regional transportation plan development; prepare written reports, prepare and deliver presentation to committees and other groups, and coordinate with outside entities regarding traffic and transportation issues.

Qualification:

The successful candidate must possess considerable knowledge of the principles and practices of urban and regional transportation planning, with an emphasis on regional modeling.  Direct experience in travel demand forecasting using CUBE VOYAGER or comparable software is required.  Experience with air quality and land use models, GIS, relational databases, and familiarity with SAFETEA-LU metropolitan planning requirements, is desirable.  Applicant must have skill in statistical analysis, graphical presentation of data and the ability to draw logical conclusions from statistical relationships. Experience in transportation engineering with an MPO, is a bonus.  Excellent oral and communication skills are essential.

Land Use Model Project Manager in Southern California Association of Governments

 

Title: Land Use Model Project Manager
Salary Range: $61,907 – $99,360 / year (DOQ)

 

THE POSITION

This is a new position that will act as the project manager for the development of an Integrated Transportation/Land Use Model.  The model will provide a framework of improving land use forecasting methods and create interaction between the travel demand model and land use forecasting. The position will also be responsible for supporting data collection and monitoring the performance in land use, housing the environment. The position works under the general direction of the Manager of Data and Monitoring Division within the Information Services Department.

Education and Training:  Both Levels: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in urban or regional planning, economics, transportation engineering, geography or a related field.

 

Experience: Specialist Level:  Five years of increasingly responsible professional regional planning experience that included project management and modeling. Senior Specialist Level: Six years of increasingly responsible professional regional planning that included project management and an in-depth knowledge of modeling.

 

A Master's degree may substitute for one year of required experience.

 

Knowledge of:  Principles and practices of urban and regional planning with an emphasis on land use and transportation modeling; land use models and their applications; travel demand models and their applications; regional input-output analysis; model calibration and validation process; statistical analysis, GIS and database management; data sources related to land use, housing and transportation; advanced methods and techniques of technical report preparation and presentation; project management principles and concepts.

 

Ability to: Manage complex short and long-term projects; critically review model design and output; plan and organize multiple assignments to meet deadlines; analyze and establish data standards; administer the contracts of outside consultants and evaluate quality of work; prepare and analyze technical and administrative reports, statements and correspondence; prepare and deliver presentations and recommendations; work cooperatively and productively as a member of a team; perform responsible and difficult work involving the use of independent judgment and personal initiative; communicate clearly and concisely, both orally and in writing.

·         Insurance Coverage:  Employees may choose from two HMO and two PPO CalPERS health plans and two dental plans.  SCAG contributes $800 towards insurance premiums with the cost difference paid out in cash. Life insurance, in the amount of $50,000 is provided by SCAG.  Short term and long term disability insurance plans are provided by SCAG.

·         Retirement:  Employees become members of the Public Employees’ Retirement System (PERS) 2% @ 55 plan.  SCAG pays the employee’s 7% contribution.  ICMA and MetLife 457 deferred compensation plans are available.  Employees do not pay into Social Security.

·         Holidays:  A total of 13 paid holidays – 9 designated and 4 floating – are provided annually.

·         Vacation:  Ten to twenty days per year, depending on length of experience.

·         Sick Leave:  Employees earn sick leave at the rate of one day per month.

·         Health, Dependent Care and Parking Reimbursement Account:  A tax-exempt savings plan is offered to pay eligible expenses associated with health and dependent care.

·         Rideshare/Transportation Incentive Program: SCAG pays up to $155 towards monthly bus pass, vanpool or Metrolink, $35 per month for ridesharing.  In order to receive this benefit, employees must use one of the listed options at least 13 days per month.

·         Flexible Time/Modified Work Week:  Some employees may work a modified 9-80 work schedule, with every other Friday off.  SCAG offers a flexible work schedule to allow employees some flexibility on daily work hours.

·          Other Benefits:  SCAG offers credit union membership in the E-Central Credit Union.  Employees may have their paychecks automatically deposited.  A tuition reimbursement program is offered to employees.

Job Description:

This position provides professional services in transportation planning including traffic engineering expertise, review of applications for road access permits, administration of the Transportation Impact Fee (TIF) program, and preparation of long-range transportation planning.

Under general direction and in coordination with the Mesa County Planning and Economic Development Department and the Mesa County Public Works Department, provides transportation planning and traffic engineering expertise for safe and efficient development of the Mesa County transportation system.

Reviews and advises land use applicants on proper access planning, roadway development and transportation related permit processes. Presents traffic, access and safety recommendations to the Mesa County Planning Commission and the Board of County Commissioners in the development approval process.

The Region 2 University Transportation Research Center (UTRC) is one of ten original

HARC Program - Joint Center for Transportation and Air Quality Internship

 

The Joint Center for Transportation and Air Quality is a multi-year, multi-organization program utilizing applied and field research to better understand and solve air quality problems in Texas. The Joint Center is a program of the Houston Advanced Research Center (HARC) and the Center works with various research organizations on this collaborative effort.

 

Education: Be classified as a graduate student.

Experience: The intern should demonstrate the following background and capabilities: interest in transportation, air quality, or environmental issues and policy; strong analytical background; excellent writing and researching capabilities; ability to work independently and dependably.

Other Skills:    Opportunities also exist to assist in the design and deployment of a Joint Center/TAQF website, along with the utilization of GIS, depending on the intern's background and expertise.

Hours and Duration: Intern position is for one year and requires an average of 20 hours per week during the school year and 40 hours per week during the summer break. 

Additional Criteria:  Preference given to local candidates.  Candidate must be authorized to work in the US. 

Duties include, but are not limited to:     identifying candidate transportation practices, technologies, and control measures (options) that might be applied to reduce air emissions in target regions; assessing the effects of selected transportation options; developing and applying methods and criteria for determining the fit of transportation options to the social, economic, political, and cultural features of a region (regional translation); Identifying relevant web-based tools and modeling applications. Transportation Modeler/GIS Specialist Job Opening in Bryan/College Station Metropolitan Planning Organization Brazos County, Texas

The Bryan/College Station Metropolitan Planning Organization (MPO) is the transportation planning body for Brazos County. Representatives from the Cities of Bryan and College Station, Texas A&M University (TAMU), Brazos County, Brazos Transit, the Texas Department of Transportation (TxDOT), the public and other stakeholders work together to create a continuing, cooperative & comprehensive planning process.
 

Summary of Position:
The Transportation Modeler/GIS Specialist is responsible for:
(1) Developing and maintaining a regional transportation planning four-step model to support the Metropolitan Transportation Plan (MTP) and other necessary applications.
(2) Integrating GIS with the regional transportation planning analysis, to provide visual representations.

Major Duties and Responsibilities:
· Develop local area inputs that the Department of Transportation requires for transportation models (e.g. demographics, networks inventories, and forecasts).
· Research and analyze employment, population, housing, and land use data for use in the transportation model. Coordinate work with local governments to review and revise network data. Construct transportation network computer models for present and future years based on demographic forecasts.
· Conduct/Assist in socio-demographic research for use in the transportation model and MTP, using Census Data, including the Census Transportation Planning Package and other data sources as appropriate.
· Develop, document and produce travel demand estimates and conduct analyses of different transportation scenarios related to local transportation plans, corridor studies, plan updates and other special studies using the transportation model.


Required Knowledge, Skills & Abilities:
· Broad knowledge of the principles, methods and practices of statistical modeling and transportation planning. Knowledge of transportation modeling processes and data needs, modeling theory and steps necessary to design, run and evaluate computer models & TIAs.
· Ability to effectively communicate both verbally and in writing; prioritize goals; prepare clear and concise reports; prepare informational materials and present complex technical material in non-technical terms to a variety of audiences.
· Ability to establish and maintain effective working relationships with staff, technical committees, policy board, partner agencies, public officials and the general public.


Experience & Training Required:
· Bachelor’s degree in geography, transportation, urban planning, information systems or a related field.
· At least 3 years of increasingly responsible experience in GIS.
· Master’s degree in geography, transportation, urban planning, information systems or a related field may be substituted for one year of experience.
· Possession of a valid Motor Vehicle Operator’s License, proper insurance, and reliable vehicle.

The city of Portland, Office of Transportation, is seeking a limited term City Planner II with a Transportation Modeling specialty.

Monthly Salary is $4,453 to $5,143 

The Transportation Modeling City Planner II, in the Portland Office of Transportation (PDOT), performs advanced professional assignments in transportation modeling; applies advanced transportation planning, GIS, and modeling knowledge to the completion of assigned projects and coordinates multiple projects and/or a single complex project. This position uses computerized modeling techniques, such as forecasting, capacity analysis, and signal operations to determine potential transportation impacts of land use changes and/or transportation improvements. Duties include designing and managing projects, writing technical reports, making recommendations based on research and analysis, and participating with citizen and technical advisory committees. Incumbents are expected to use judgement and initiative in developing solutions to problems and to exercise independent decision-making authority under general guidelines. Work is performed with supervisory monitoring and direction. Persons appointed to limited term positions will be designated as limited duration employees whose appointment shall not exceed two (2) years except for the extension of grants or funding from outside sources.

National Surface Transportation Policy and Revenue Commission

The National Surface Transportation Policy and Revenue Commission (the “Commission”) is seeking qualified transportation policy and finance experts to serve as full-time staff for six-month or ten-month periods.  These volunteer assignment opportunities are open to faculty and students. 

The Commission was authorized under Section 1909(b) of the Safe, Accountable, Flexible, Efficient Transportation Equity Act—A Legacy for Users (SAFETEA-LU) (Pub. L. 109-59, Aug. 10, 2005).   The Commission, chaired by the Secretary of Transportation, is composed of 12 members who represent Federal, state and local governments, metropolitan planning organizations, transportation-related industries, and public interest organizations.  The Commission is working to examine not only the condition and future needs of the nation’s surface transportation system, but also short and long-term alternatives to replace or supplement the fuel tax as the principal revenue source to support the Highway Trust Fund over the next 50 years.

Incumbents will report to the Commission’s Executive Director and would be responsible for general activities related to the Commission, including the following:

  • Reviewing and synthesizing transportation research and studies for presentation to    the Commission;
  • Producing policy papers and recommendations;
  • Assisting in drafting the final Report to Congress, and
