2003 TxDOT Parking Lot Survey

Research Abstract:

This survey has been performed in eight of the nine prior years with data being collected and analyzed for the same geographical areas of the state, which provides comparative data between years.  In 2000, results of an internal audit emphasized the importance of collecting accurate and valid data from the parking lot survey.  The results are used for making business decisions that may have a large impact on the fiscal responsibilities and direction, and law enforcements decisions, actions, and expenditures.  Lessons learned from past surveys indicate that more effort needs to be placed on recording accurate and legible data on the survey form while making visual contact with the vehicle data in the parking lots.  Another lesson learned includes the need to accurately transfer the data to the electronic format.

The objective of this survey is to collect, analyze, and report vehicle registration and inspection data from a predetermined representative sampling (number) of parked vehicles in eight specified counties in Texas including the counties of Bexar, Dallas, El Paso, Harris, Hidalgo, Potter, Tarrant, and Travis for the Vehicle Titles and Registration Division (VTR) of TxDOT. The major tasks that have been conducted in this project are: (1) develop parking lot survey plan; (2) collect vehicle data for 15,500 vehicles; (3) perform database record match and analysis; (4) enter vehicle survey data to electronic format; (5) perform statistical calculations and data analysis; (6) prepare formal report; and (7) provide deliverables to VTR.
